The Prophet of Truth is a High Prophet of the Covenant, and leads the Covenant Loyalists. He shows little to no emotion, only wanting to rise in power. He replaced Elites with Brutes, and let the Prophet of Mercy die from an Infection Form. It is believed that he knows more about the Halos than the rest of the Covenant.

Truth escaped the High Charity by using the Forerunner ship in its core. Master Chief hitched a ride on it as well. He knows about the Ark and is heading to Earth. It is unknown if he wants to activate the Halo and destroy everyone including himself, or if he knows something we don't. Either way, he is thought to be deluded and possibly insane, and showed no concern as Regret and Mercy died. Upon the Civil War starting, he led the Covenant Loyalists who, with the Flood taking over High Charity, have no stronghold.
